The group's complaint challenges changes to the framework that sets how much loss-absorbing capital large lenders must hold against their assets.

The organization has built a reputation for pressing regulators to keep post-crisis safeguards strict, and it has often criticized moves it sees as loosening those standards. Going to court marks a step beyond the comment letters and public statements that usually define such disagreements between advocacy groups and the agencies they monitor.
