OCC Issues Final Rule to Implement GENIUS Stablecoin Act

Just now

The Office of the Comptroller of the Currency announced a final rule intended to implement the GENIUS Act, the stablecoin legislation formally titled the Guiding and Establishing National Innovation for U.S. Stablecoins Act. The announcement moves the agency from drafting into carrying out a federal framework for dollar-linked digital tokens.

The OCC supervises national banks and federal trust institutions, which gives it a central role in how stablecoin issuance is overseen. The final rule is meant to translate the statute's requirements into supervisory practice that regulated firms can follow in their day-to-day operations.

Stablecoin issuers have spent months waiting for clarity on how federal requirements would be applied in practice. A finalized rule gives banks, trust companies and their business partners a firmer basis for compliance planning, and it signals how the agency intends to exercise its authority over a market that has grown quickly.

The release closes the rulemaking stage for the OCC's portion of the GENIUS Act and shifts attention toward implementation and supervision. Firms affected by the framework will now weigh their operations against the standards the agency has set out.
